Water is supplied to the City through the use of four of the five City wells. They are the Golf Course Well, Intertie Well, McFarland Well, Port Well and the original city well called the Old River Well which is not used now.


RESIDENTIAL WATER RATES – Under the “water” section on your utility bill, you will find your current monthly charge.  The flat rate charge is based on the meter size as follows:

  • ¾ inch and smaller - $23.23
  • 1 inch - $27.25
  • 1 1/2 inch - $76.85
  • 2 inch - $119.96

The single family residential gallon usage charge is billed at $2.03 per 1,000 gallons of water used.

Example:  A residential home with a ¾ inch meter that used 20,000 gallons of water in a month.  The charge would be $23.23 flat rate plus $38.57 for gallons used for a total cost of $61.80.   Gallon usage is obtained by meter readings on the dates indicated at the top of your bill. 

Please keep your water meter accessible at all times for reading and maintenance.


RESIDENTIAL SEWER RATES - Under the “sewer” section on your utility bill, you are charged a flat rate of $55.91 per month for residential sewer.  In accordance with Umatilla City Code, there are some items that are forbidden to be flushed down the drain into the sewer system including the following: grease, paint, explosives, vegetable or mineral oils, ash, sand, hair, plastics, dead animals, fruit pits, and seeds.


RESIDENTIAL REFUSE RATES– City Code requires weekly disposal of trash.  The City provides this service through a franchise agreement with Sanitary Disposal.  Under the “refuse” section on your utility bill, you are charged for refuse pick-up if you have requested the service.  You are charged for any extra refuse over your service limit.  The monthly residential rates for refuse pick-ups are as follows:

  • One cartlett (35 gallons) one time per week is $13.62 per month
  • One cart (90 gallons) one time per week is $22.65 per month

Refuse pick-up days are as follows:               

  • Downtown Umatilla . . . . . . . . . . . . . . . . . . . . Tuesday

Free passes to the Sanitary Disposal transfer station are available to customers in good standing to dispose of leaves, limbs and grass clippings.  Please contact City Hall for a free pass.

Recycling Depots: Drop Boxes for newspaper, cardboard, glass, aluminum, and tin are available next to Harvest Foods on 6th Street in downtown Umatilla and a newspaper Drop Box is located at the Fire Station on Willamette in McNary.  Directions for recycling are attached to each DropBox.


DEPOSITS – All residential customers are charged a $100.00 deposit and a $10.00 non-refundable setup fee.  The deposit will be applied toward your last utility bill when you move out or if you have had no delinquencies for three (3) years, your deposit will be credited back to your account.  The deposit and set up fee is due at the time you sign up for services.


LIEN AND COLLECTIONS ADVISORY: Unpaid balances will become a municipal lien on the property and may be sent to a collections agency that will add 30% to the balance due as a collection fee.

WATER METERS

The water meter is the property of the City of Umatilla.  However, the water user is responsible for the care of the meter and will be liable for any damages resulting from the user's actions. 

If it is necessary to contact Public Works at any time other than normal working hours please contact the Umatilla County Dispatch Center at the non-emergency number (541) 966-3651.
